Update – 5 October 2016
The following condition in the application, ref. No. 15/02592/CONDIT, submitted in relation to planning permission on the application for demolition of the existing garage to the side and the construction of a three storey 3 bedroom house and associated parking at 19 Ullswater Close, Bromley BR1 4JF, has been approved in a decision issued on 13 September 2016:

Update – 25 July 2016
The refused application for demolition of the existing garage to the side of 19 Ullswater Close and the construction of a three storey 3 bedroom house and associated parking was appealed. The appeal was allowed in a decision dated 11 March 2016. The proposal is now said to be in compliance with the London Plan (2015).

Details of conditions have now been submitted in relation to planning permission in a new application, ref. No. 15/02592/CONDIT.

Update – 7 September 2015
The application for the demolition of the garage to the side of 19 Ullswater Close, Bromley BR1 4JF and the construction of a three-storey house has been refused for the following reasons:
  1. The proposed development, by reason of its size, scale, prominent siting and encroachment on to the open setting of Ullswater Close would result in a cramped form of development, harmful to the character, appearance and spacious standards of the of the area in general contrary to Saved Policies BE1 Design of New Development, H7 Housing Density and Design and H9 Side Space of the Unitary Development Plan (2006), the Council's adopted Supplementary Planning Guidance 1 General Design Principles and 2 Residential Design Guidance.

  2. The proposed development, by reason of inadequate parking provision and the loss of parking spaces at No 19 Ullswater Close would result in an unacceptable increase in on-street parking demand contrary to Saved policies T3 Parking and T18 Road Safety of the adopted Unitary Development Plan (2006) and Policy 6.13 Parking of the London Plan (2015).

  3. The proposed development, by reason of its size, prominent siting and proximity to neighbouring dwellings would result in a visually dominant and unneighbourly form of development, harmful to the visual amenities of Nos 15-17 Ullswater Close contrary to BE1 Design of New Development of the adopted Unitary Development Plan (2006) and the Council's adopted Supplementary Planning Guidance 1 General Design Principles and 2 Residential Design Guidance.
