A loft conversion with side dormer, for which a lawful development certificate was requested (details here).  The property falls within a conservations area (so called Article 3(2) Land) and thus the permitted development right to a roof extension is extinguished by virtue of class B Para f of "Permitted development rights for householders - Technical Guidance" published by the Ministry of Housing, Communities and Local Government.  As such a Certificate of Lawfulness cannot be issued and a full planning application (PA) is required.  Given previous Planning Appeal outcomes in the Conservation Area, a full PA would also be refused.
