Update  December 2023
Finally some movement on this persistent eyesore (see picture below).  The Council has issued  Planning Contravention Notice - see here.  This Notice likely seeks information from the owner as to what the owner plans to do about the issue.  As yet nothing has changed on the ground so unless fairly rapid action is taken, it is likely the Council will eventually issue an Enforcement Order demanding that the appearance of the site be improved.  Failure to comply with such a Notice would be a criminal offence.

An appeal has been dismissed on the planning application, ref. 20/00557/FULL1, for the demolition of the existing chalet house and construction of a pair of two-storey semi-detached 4 bedroom houses with additional lower ground floor at The Chalet, Kirkstone Way, Bromley BR1 4JH. See the decision, which ends:
  • Consequently, I conclude that the significant harm to the character and appearance of the local area, the living conditions of neighbouring residential occupiers and the natural environment that I have identified, would significantly and demonstrably outweigh the public benefits when assessed against the policies in the Framework taken as a whole. As a result, the presumption in favour of sustainable development does not apply.

  • The proposal would conflict with the development plan as a whole and there are no other material considerations which outweigh this finding. Therefore, for the reasons given, I conclude that the appeal should be dismissed.

The planning application, ref. 20/00557/FULL1, for the demolition of the existing chalet house and construction of a pair of two-storey semi-detached 4 bedroom houses with additional lower ground floor at The Chalet, Kirkstone Way, Bromley BR1 4JH, has been refused. The delegation report and decision are available.

Nearby owners/occupiers were notified of the application and representations were received, which can be summarised as follows:
  • No difference from previous application.
  • Overdevelopment of a small site.Car parking provision is inadequate.
  • Concerns regarding the impact of the construction process.
  • Will change views of area which is conservation area of natural beauty, trees and wildlife.
  • Visually very dominant and overbearing to rear.
  • Not in keeping with the character and prevailing form of existing development.
  • Concerns regarding overlooking and loss of privacy to the rear.
  • Concerns regarding excavation and potential land movement.
  • Preference to see existing house renovated.
  • Two large town house style houses will increase noise and disturbance harmful to neighbour amenity.
The application was refused for the following reasons:
  1. The proposed development by reason of its design, mass, bulk and scale represents a visually obtrusive and inappropriate overdevelopment of the site resulting in significant harm to the character and appearance of the area and surrounding development and would be harmful to the residential and private amenities of neighbouring property and visual amenities of the area generally contrary to Policies 4, 8 and 37 of the Bromley Local Plan and Policies 7.4 and 7.6 of the London Plan.
  2. The proposed development by reason of its spatial relationship to adjacent dwellings in this location would represent an inappropriate and visually obtrusive development harmfully at odds with the open spatial characteristics of the locality which is an important characteristic to the urban grain and pattern of development in the locality and also contributes to the character and appearance of the area contrary to Policies 4, 8 and 37 of the Bromley Local Plan and Policies 7.4 and 7.6 of the London Plan.
  3. The proposed development by reason of increased overlooking, overbearing nature, siting and proximity to neighbouring buildings and rear property boundaries would have a serious and adverse effect on the privacy and amenity enjoyed by the occupants of neighbouring property to the rear and flank boundaries contrary to Policies 4 and 37 of the Bromley Local Plan and Policy 7.6 of the London Plan.
  4. The proposed development would not provide an adequate layout of car parking on site and would be liable to obstruct the public right of passage and prejudice the free flow of traffic and conditions of general safety along the adjacent highway contrary to Policies 30 and 32 of the Bromley Local Plan and Policies 6.12 and 6.13 of the London Plan.
  5. In the absence of sufficient information to demonstrate satisfactorily otherwise, the proposals would likely result in conditions prejudicial to the wellbeing of trees on the site contrary to Policy 73 of the Bromley Local Plan and Policy 7.21 of the London Plan.

No. 19/00770/OUT, for the demolition of the existing building and erection of two semi-detached houses comprising of three bedrooms and open living area, external patio at The Chalet, Kirkstone Way, Bromley BR1 4JH has been refused. This is an outline application for access, layout and scale.

The delegation report and decision are available. The summary of objections received reads:
  • Site is unsuitable for two properties due to its size and location.
  • Out of scale compared with existing property.
  • An over development of the site.
  • Visually more dominant and overbearing.
  • Concerns regarding the construction process and its impact on Kirkstone Way road surface.
  • No provision for off street parking outside the garage spaces.
  • Semi's not in keeping with detached style of area.
  • Should be brought back into occupation by sympathetic repair and restoration rather than demolition.
  • Concerns regarding basement construction, excavations and subsidence.
  • Will result in an increase in parking in the area.
  • Concerns regarding being overlooked due to ground level differences resulting in an increased loss of privacy.
  • Concerned that our immediate neighbourhood might not have the vehicular infrastructure to support construction and resultant building.
  • Important that any 'development' is a harmonious part of the natural landscape and not a discordant monolith.
